EA award £219k temporary flood barrier contract

The Environment Agency have awarded a temporary flood barrier contract, valued at £219,500 to Geodesign Barriers Ltd.

 

The emergency procurement of flood barriers was carried out in response to the unprecedented and unpredicted rainfall during December 2015.

 

The contract was awarded without any prior publication of a contract notice as the Environment Agency stated the extremely urgent requirement for additional barriers to help in the response to defending communities at risk of flooding.

 

Although Directive 2004/18/EC states that publication of a contract notice in the OJEU must be carried out, Regulation 32 of the Public Contract Regulations 2015 allows for an exemption to awarding a public contract without prior publication.

 

The Environment Agency obtained just one tender for the contract which was awarded based on 'lowest price' criteria.
